External mouse for laptop requires remove/replace after power-up.

Running a Dell I1100 laptop under WinXP Home SP3.

I have an external mouse connected to a USB 2.0 adapter card. It used to be
immediately effective after a power-up (from hibernate or full power off)
and initialization. Lately, it has become necessary to unplug and replug
the cable before the PC would recognize the mouse. Any idea about what's
going on?

This can happen after you update a program . I updated to Opera 10
couple of weeks ago and had to reconfig a couple of other programs .

Thanks, but I still don't know what's going on or what I can do to fix this
annoyance.
