what are the blue lines around paragraphs when pdf is exported to Word 2007
document?

How are you exporting from PDF to Word 2007? Word 2007 cannot do this
natively, so what you're seeing must be a function of whatever 3rd party
program you're using.

They are likely to be frames.

I'm exporting a document to Word 2007 from Adobe 8 which was also OCR'd with
Adobe 8. Thanks!

is there a way to "edit" frames in Word 07 to make the text behave normally?
i know nothing about this. Thanks!

If they are frames, selecting the text and pressing Ctrl+Q will likely
remove them.

But equally likely screw up the layout :)
There is no easy way to remove frames created to maintain the layout,
without a lot of manual editing to follow.
FWIW ABBYY Finereader 9 OCR software will convert PDF to text without using
frames.
