How can I export the account settings from Outlook 2003 ( without using
Outlook Express as the intermediate ) ?

Export them to what?
 
Can I export the account settings so that I can set them up in anotyher
profile ??

Some thing like exporting them as a .iaf file as in Outlook Express ?

You could export the registry settings for the account. They're in
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows
Messaging Subsystem\Profiles\your profile
