ExplorerXP - Recycler folder on external USB 2 drive - can't delete

When I delete a folder under RECYCLER on aUSB drive, another folder
takes its place.

Is there a way to do this using ExplorerXP (or, any other utility)?

But you may have to "snag" it - as an administrator take ownership of
the folder.

I think setting the recycle bin to use the same setting on all drives
may help.
