When ever i am online explorer aka the taskbar stops
responding temporly and it is getting in my way a lot!! I
have dunno what caused it or how to fix it

Your PC may have some faulty RAM, (memory), so run a
diagnostic test on it, and here is a link for one to try;
http://www.tufftest.com/ttp01.htm Also be sure to have in
at least 256 MB of RAM, but for XP near 512 mb is really
prefered. Try the system file checker tool. Click start,
run, and type in this here; "sfc /scannow" with that space
after the sfc. It will ask for your XP CD to copy any
needed files from, and it runs as "windows file
protection". This may also be caused by a virus or worm,
so update and run a full virus scan.
