Explorer settings not retained (SP4)

Explorer does not open automatically after sleep or reboot, since I
installed SP4.

Throughout all previous versions of Windows including W2K SP2 Explorer would
reopen, if it was open when you closed out of Windows. This functionality
is now gone.

Is there a registry fix?
