Explorer Problem

Need clues how to fix this -

I'm looking at a computer for someone. The symptoms being that Explorer.exe
keeps stopping and restarting.

The only way I can run anything on the computer is through Safe Mode Command
Prompt in conjunction with Task Manager.

When I boot in Safe Mode, Explorer keeps restarting after the screen asking
if you want to run in Safe Mode or run System Restore. (An endless loop.)
System Restore or System File Checker won't run either (normal or safe
mode.)

I've scanned with Spybot, Windows Defender and Ewido Anti-malware and
updated AVG - all clean.

Dell PC with XP Home on P4 with 512MB RAM.
 
Without further information I'd suggest you run a windows repair.

Simply insert your original XP Home CD and allow it to boot from the CD. It
will offer you an initial repair option but this is not the one you want to
use so just hit <Enter> to continue past this. After you hit <F8> to agree to
the conditions, it will scan for existing installations of win XP Home and
upon finding it will offer you an option to repair the installation (I think
you need to hit <R> or something, it will tell you). This will cause windows
to reinstall most of it's software, over the existing installation while
keeping pretty much all of your setup, configuration and existing programs.

Failing that, you probably have a bad driver for something in your computer.
