Explorer Problem - blocking confirmation?

When I am on the Internet with my home computer, if I try to reach any site that wants to confirm my ID (bank account, MSN Messenger, Windows XP Updates) I get a message that says the site cannot be loaded. (I'm sure, for example, that I'd never reach this site from that computer.) I'm pretty sure this is due to something blocking the confirmation from reaching the host server, but I've tried all the places I know to eliminate the blocking without success. Is there a place I can look that will walk me through all the settings I need to check?

Click 'Start', then 'Run', type "inetcpl.cpl" (no quotes) and hit Enter, go
to 'Advanced' tab, scroll down to the 'Security' options, and check options
like "Use SSL 2.0", "Use SSL 3.0" and "Use TLS 1.0". You can even check more
options (they are quite easy to understand).
