explorer has generated errors

Every now and then, when I click on "Start" to navigate through the Windows
menues I get the error "explorer has generated errors... etc."
Is this issue STILL not resolved by SP4??
After this my (latest! Logitech) mouse icon disappears from the tray.
Each time a lot of trash is generated in the temp dirs.

Win2k SP4

Disable Active Desktop - it's a much simpler system, with none of the
glitches of Explorer. There's no need to use Explorer for things like
launching programs or cleaning up folders, etc.. You may have to (re-)learn
to use a "plain" desktop, but in the long run you have more control.

I'm not exactly sure what this 'active desktop' implies. As far as I know I
don't use active desktop. Where can I (un)check this?
