Explorer.exe will not run unless user is local admin on XP SP2

I’ve got a machine for a particular user that unless this user is a local
admin, Explorer.exe will not run. This happened after applying Augusts’
Security Updates. I was thinking to just recreate the user’s profile and see
if that works. Has anyone experienced this or can anyone offer some
troubleshooting tips?

No I have not seen that but does it happen if another non privileged user
logs onto the computer? Also check the logs via Event Viewer to see if there
are any errors/warnings shown at the time the user tries to logon that may
provide a clue.
