explorer.exe using 99-100% CPU

I am virtually an illiterate, computerwise, so please be gentle. I have a
heck of a time starting my computer, Norton NIS seems to take forever to
finish start procedure, and then when I try to open my "hotmail" or my Ebay,
I get an error message that says "cannot find hotmail" or "cannot find Ebay",
then I get a blank screen and then I can usually go to my "hotmail" using
that screen. My computer "hangs up" often and when I open Task manager I see
"not responding" and I see under processes tab that explorer.exe is using
99-100% of my CPU. This problem seemed to start about the same time when I
installed Norton NIS. I have tried several supposed fixes to no avail. If
you reply, please don't get too technical. Thank you.

Hi there

To be quite honest, the Norton products (AV, Firewall, NIS) are known to be
serious 'resource hogs'.

I'm not sure why NIS uses pretty much all of your CPU cycles though...
