So it's only the title bar, which does not matter much. Here is a note from

Both Internet Explorer and Explorer can browse the net or local files. They
both look like IE when browsing the net and both look like explorer when
browsing the hard drive. Addins are added in to both of them.

When I press WinKey + E, Windows Explorer (explorer.exe) is normally
loaded.
Instead, if I go to Start, Run and type
explorer /e
or
explorer /n
mentioned in

loads Internet Explorer, because there is "Microsoft Internet Explorer"
in the title bar, but it normally shows files and folders.
I have WinXP Pro SP2.
