explorer.exe locking usb devices

The c:\windows\explorer.exe process is almost systematically locking
my USB devices so that I'm not able to disconnect them

Does it make any sense to you?

When you click on the little green arrow in the system try (in the lower
right corner of your monitor) do you see a message that says "Safely
remove USB mass storage device"? If so, what happens when you click on
the message?

May we know what version of Windows you have (including the service pack)?
