I think your camera is an Aiptek DV 3100 ( note DV not DVD ).

After some searching found the site for Drivers -the latest version
seems to be 1.4
http://www.aiptek.com/

However, in searching it became apparent that the problem could be the
need for updated USB drivers.

May I suggest you download and install Everest Home Edition. This
freeware programme is excellent for getting information about your
computer:
http://www.lavalys.hu/index.php

In Everest select Devices, Windows Devices and you will see details of
Universal Serial Bus controllers. Place the cursor on Universal Serial
Bus controllers, select Report, Quick Report and Plain Text. This opens
a Windows from which you can copy and paste the Description for your
Universal Serial Bus controllers.

Have your tried a CD / DVD disk drive cleaner.

For the Userenv event 1517. The fix from microsoft is called UPHClean.
