Explorer.exe 99% cpu time AHHH help me i cant us my pc at all ?

I ran Norton antivirus nothing, did a regclean, and even adaware,
nothing works also i disabled all my startup programs, nothing works
any ideas.

I cant open any of my icons on the desktop or any programs, the only
thing i can do it quit explorer.exe, but load the programs i want
first double clicking on them and then exiting explorer.exe when that
quits it opens of the cpu time and everything is fine, problem is no
desktop and no file manager either

Whats going on.

I can boot into safemode just fine and it runs great, just no net
connection, printer ect

Could be that it is trying to render a preview of files like movie
files. This takes a lot of CPU usage to do. I remember reading a
discussion on this not too long ago. Check this out. Might help
