explorer default page

Everytime I shut down my PC and then restart, it is going
to a default site that I did not want. I go in and change
the page to msn.com and as long as I don't shut down my
PC, everything is ok. But I soon as I restart it goes back
tho istar.com (or something like that) How do I change the
default page? I tried the properties of IE and it lets me
change the current page, but not the default.
