Try this open a RUN command and type:
Iexplore /rereg click OK.
That if you mean IE explorer.
If you mean the shell then open RUN command and type:
regsvr32 shell32.dll click OK and reboot and see if that helps.

i have same problem i opened explorer.exe in WINDOWS and it tells me 2 dlls
are missing and to re-install explorer. i cant without my task bar icons in
less i use Ctrl+ALT+DEL to run new program. but still, i also need to get
some data
