"Explore All Users" Problem

Hello..I have set up two users on a machine, and I know of "All Users",
"Default User", "Username1" and "Username2" I would like to have all the
list of programs available to "Username1" Selected programs available to
"Username2" and standard programs listed in "All Users".... but no matter
what i do, I can't seem to get it to work.... I have copied all the program
lists from "All Users" to "Username1" and deleted all the list in "All
Users", and when "Username1" is logged on, it doesn't list them? have I
inadvertantly tweaked a tweak, or something that stops this from working? or
am I just doing it wrong?

I've created the users using the correct procedure, I would just like User1
to have access to more things than User2

I did, and it didn't make much sense to me... I'm guessing i'm no expert
either....
