Experts can't answer task manager problem?

This is a repeat, since I have yet to get a reasonable answer!When I call up
the windows task manager and try to use "end
process", it says "unable to terminate process.The operation could not be
completed.Access denied" on all of the processes running. I have always been
able to do this in the past ... this just started recently. Nothing has
been changed or modified that I know of. I can run the services
console(services.msc) and do whatever without restriction, and I am the only
user of this machine. Obviously something has changed that I don't know
about, and I can't find out how to correct it. There must be something in
the registry that controls this, but I haven't been able to locate it. I
have run all the updated virus checkers and adware/spyware removal tools
that I have, with nothing found. I've searched MS knowledge base, no luck. I
won't do a system restore because in my experience that often causes more
problems than it solves! I also did a complete windows re-install not long
ago and have had no problems until now. I know there's an answer for this
somewhere!!

Boot to Safe Mode and do a complete virus scan if not already done.
Update the virus definitions first. There are known infections that
interfere with Task Manager.

To Ron Bogart:
Well .... for example, when you start Roxio DirectCD, the only way to shut
it down is to end the process, because it interferes with other DVD burning
software I use.Also, occasionally when an application "hangs" you use task
manager to end the process.When playing resource intensive games, it's good
to shut down any unnecessary processes to have more memory resource
available. These are just a few reasons.

I've already done that, as stated in the original post.
