expanding the websites to maximum (not full-page)

How do I expand the websites to maximum, but not full-
page? It goes to sub-maximum EVERY TIME. HELP!
 
Windows will remember the size of the last window that you close.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners to the size you want.
Close all other IE windows.
Close the stretched window last.
 
It doesn't work on Comcast! I expand the website, close
it last, and it comes back as 1/2 page.
