Expanding the Start Programs Folders

Can someone help me with expanding the Start Programs
Folders. They do not scroll, but they do not fully expand
until you click on the little down arrows. It is really
annoying me. The StartMenu settings box, scroll the
Program Menu is unchecked. Thanks, askodude
 
Right-click IE icon on desktop | Properties | Advanced | Browsing | uncheck Enable Personalized Favorites Menu.
