Expanding Programs under the Start menu causes an error

When I click on Start, Programs and expand the Programs menu, I get a
program error:

"explorer.exe has generated errors and will be closed by Windows. You will
need to restart the program. An error log is being created."

Looking at the Event Viewer shows the Source as Winlogon and Event ID as
1002.

Going into Safe Mode produces the same result as does Taskbar Properties,
Advanced tab, Advanced button and then expanding programs under the Start
Menu folder.

I have reinstalled Windows sp4 and run two different antivirus programs but
nothing seems to correct the problem. I am wondering if I might be missing
or have a corrupted DLL file or a corrupted registry entry.

Has anyone else had this problem and if so were you able to correct it?

Check your Event Log.

Post here with what it says.
