expand database use

I created an Access 2002 database for a client with BE data on a local
network and FE app used on multiple workstations by multiple users. Data is
limited for each user based on USL and is an integral feature in the
application. All end users were located at a central location, albeit
different building. This application works for this client like a charm.

I now have another who would like to implement the same or similar
application. However, this client has locations scattered all over the US.
I believe the approach I used with the first client will not work.

Is there a way to provide internet access to the data while maintaining
security? Would I need to develop the application in a different language or
environment? Any suggestions?

It could work with a terminal server solution, or otherwise a web
application would be the ticket.
