Exempt external drives from system restore?

I have a couple of external hard drives that I would like to permanently
exempt from system restore. What happens is that if I turn them off and go
thru a reboot and then turn them on, system restore returns them to monitor
status. The drives always retain there drive letter designation. Is there
any way to make system restore remember the settings? Thanks.

There is no build in mechanism for that. Settings can
be made only on a 'per drive letter' basis. When the
drive of a drive letter changes then the settings
are reset.

I have tried to automatically deactivate it for each
new external drive after arrival. This works as good
as doing it manually - usually it works but sometimes
it does not. I've put this function into my USBDLM

Yes I had seen all that before posting here. The gpedit solution might have
a chance but from what I could understand it just leaves system restore in
defaults which I think would eventually put the drives back to monitored
status. After posting I realized that the easiest way for me to do this is
to have my drives turned off on reboot. If I do this system restore will
only recognize the drives as off line when I turn them on in windows.
