1) Is there a way to execute commands from one PC to another across a home
network? Like initiate a virus scan, for example.
2) Is it possible to view IE Favorites and History on one PC from another
across a home network? Thanks.

The easiest way to do what you are trying is to use the Remote Desktop
feature (that is if you have Windows XP Pro) and it can be done way. For
your second question you could simply do the same or just map to the user
profile (because that is where that information is) and look in the
respective folders.

Favorites --> \\nodename\C$\Documents and Settings\%username%\Favorites
History --> \\nodename\C$\Documents and Settings\%username%\Local
Settings\History
