EXE files will not run

I cannot run any exe files, it tells me there is no
program associated with this file. I ran the EXE fix for
the registry, it got some programs working again, but i
still can't access everyday things like My Computer,
Outlook Express, etc. All the icons in the Start Menu are
the same icon. The only way i can get things running is
by going to run & choosing the exe i want. I have checked
for viruses, spyware, malware, etc but nothing works!! I
have heard the Sircam virus does this to PC's, but my
virus scan didn't pick it up.

How can i fix this problem??

Are you able to run shortcuts (LNK files) from the Desktop?

LNK file association fix might help (assuming the targets are correctly set for the shortcuts)
