exe file and adding to frontpage 2002

I am really stuck i need to add an exe file to my web for my Live Chat People. However I have no clue how. Would really appreciate someone walking me through it step by step.

If it is to be downloaded you can just create a link to the file.

Just import the file into your web, then link to it. However your host may not allow you to upload
executable files, in which case you may want to create a link to it from the site that you got it
from.
