exclusive use split database

i asked this once in a different way, so i will try it this way: I made a
split database and distributed a copy of the front end to all the users.
some of my users are getting an error message that someone has the database
open in exclusive user mode. how can i fix this?

Depends upon the culprit. The most common culprit (about 99% of the time)
is that at least one of the users doesn't have "Full Control" Windows
security permissions on the directory where the back end database file is
located. Please see the following Web page for a link to the article,
