exclude administrator login to OWA ?

Is it possible to prevent the Domain Administrator account (which has a
mailbox) from being able to log on to OWA from outside ?

This would be meant as a security precaution.

Exch 2000, AD 2003.

In ADU&C on the Exchange server go into Exchange Features and deny
(disable) the HTTP, IMAP and POP for that user.
It denies access completely but I'm not sure why allowing OWA from
within but not from without is a security enhancement.
 
I suppose that denying access to OWA is the issue, regardless of location.
 
The only thing defined under Exchange Features is Instant Messaging, and
that's disabled.

I've now been told that OWA acces can be disabled through IIS, rather.
