exchange services not starting on time

I have installed a new windows 2000 terminal server
running small business server with exchange 2000 (SP3).
Whenever I reboot the server, 2 exchange services fail to
start, the Exchange MTA stack and Exchange information
store, as they are depending on the Exchange system
attendant service to start. The Exchange system attendant
service does start and I am able to start the 2 failed
services manually. Would anyone be able to give some
advice on getting these two services to start
automatically.

Might want to post in an SBS group for best results, but what do you see in
your event logs?

these are the two entries in the event viewer relating to
the exchange services failing.

Event ID 7001
Source service control manager

The Microsoft Exchange Information Store service depends
on the Microsoft Exchange System Attendant service which
failed to start because of the following error:
