Exchange server not available when do offline send/receive - explanation

I recently ran into a problem that took me a few days to rundown.
Googling usenet located many complaints but no references to the
relevant Microsoft KB article. So, here's some help for those
following my path:

Symptom:

When you work offline in Microsoft Outlook, the Send/Receive status
bar may appear after about two minutes, and then you receive the
following error message on the Send/Receive status bar after three to
five minutes:

'Microsoft Exchange Server - Sending and Receiving' reported error
(0x8004011D): 'The server is not available. Contact your administrator
if this condition persists.'

For performance reasons I prefer to keep Outlook in Offline mode when
connecting remotely, and then to sync when I send (hit F9 or shift-F9
to sync one folder). When I tried this recently I got the above error
message.

I don't know why I started getting it. Maybe it's because I was using
a modem, whereas normally I VPN over a broadband connection. Maybe
it's related to a Jan Outlook 2002 fix I installed.

It's a well known bug at Microsoft. I wonder if it was introduced with
SP2. It sounds like it's fixed in Outlook 2003 but not 2002.

The KB article explains the workaround:

To work around this problem, turn off the Send immediately when
connected option. To do this, follow these steps:
Start Microsoft Outlook.
On the Tools menu, click Options.
On the Mail Setup tab, click to clear the Send immediately when
connected check box, and then click OK.

You can also phone the support lines and ask for a HotFix, but that's
a royal pain. I'd recommend trying the above first. Sounds like it

As an aside, I haven't had long hold times when calling MS for hotfixes -
last time I did it, the rep I got on the phone didn't even need to transfer
me to the support queue but was able to send me the hotfix immediately.
Total time was about 5 minutes....
