Outlook Offline cannot send

Task 'Microsoft Exchange Server - Sending' reported error
(0x8004011D) : 'The server is not available. Contact your
administrator if this condition persists.'

This is when offline
Not connected to network
Send immediately when connected is turned OFF
Specs Error Msg on Windows XP Office sp3
Toshiba Laptop
O/S XP Pro SP1
The Microsoft website indicates that the sp3 for office
should be loaded after doing this I still recive the above
error and cannot send emails but can receive.

This is the only client that has the issue my Exchange
server is up to date with the latest Service packs v5.5
Exchange on a 2000 server. There are no errors in the
event log indicating anything from the server.
