I have created a form for e-mail confirmation of classes however, everyone
outside of our system gets a blank email. Is there a way to send the form
def. along with the form? Or is there another solution?

Outlook forms aren't suitable to use where you don't have any way of knowing if the recipient even has Outlook. Also, unpublished forms with custom fields won't be visible at all even to Outlook users.

You should reconsider your use of Outlook custom forms for this scenario. A simple confirmation message would be a better solution.
