Exception Error 4534408

I am the administrator for my home computer. There are two other users
who have been assigned as "guest" and a "limited" account
respectively.

The limited account user has the following error message repeatedly.

Exception
OpenExclusive failed config.TBD
Access is denied, Error 4534408

I comprehend that this limited user obviously attempted to open or make
changes to a file to which they do not have access.

My issue: How do I get rid of this message and keep it from popping up
each time this person accesses their account?

Another issue: I deleted a "try to buy" program using the programs
uninstall feature. Upon each opening Of Outlook a message pops up that
the program cannot be found in Program Files and the PMFExt.dll
associated with this program cannot be installed or loaded.

I wish to be rid of this as well. Can anyone tell me how to do this?

Thank you for replying Kelly. However, I still cannot figure out how to
remove the message that keeps popping up. Nor am I able to delete the
file that opens with Outlook.

Could you tell me how to do this?
