Excel - watermark

I have a docx I would like to make into a watermark on my Excel page. How do
I do this?
 
Actually I'm using 2007. Do you know if I can add a watermark once it's a pdf?
 
In 2007 the watermark is actually easier:

Page Layout > Background

However, when I tried to save it as PDF, the background watermark
disappeared!!

All is not lost. From Excel I copied as picture and pasted the picture in
PowerPoint.

When I saved the pdf fromn PowerPoint, the watermark did not disappear !!
