Excel Excel "this file is not in a recognizable format"

i use windows xp and office 2003 when i open my excel file than these files are not open and showing this error " this file is not in a recognizable format".
 
What is the file extension you are trying to open, is it .xls?

If you create a new test Excel file and save it, can it re-open these again?
