Excel Permissions

I have recently formatted my primary hard drive and now an encrypted excel
file I kept on a secondary HDD I need is locked out, I never password
protected it I dont think (cause its not asking me for one). Just saying the
contents are encrypted. I'm sure there is a way around the permissions to
access the file but just dont know where to turn, can anybody help me
please???
