Excel needs to Close

Using XL97, from Office 98 on a XP Home system. Trying to get my curser to
move across rows instead of down columns.
When I click Tools/ Options (before I get to Edit) I get an error messgae
telling me that Excel has encounter a problem and needs to close.
I wang off an error report and try again and so it goes on!!
Can ne body help?
