Excel files won't open from Windows Explorer

I have a user with a new laptop and a new installation of Office Pro 2003.
When she double clicks an excel file from a windows explorer file view, excel
opens, but the document does not load. If she opens excel first, and chooses
file -> open, document open fine.

I have reinstalled office and there are no errors in the event logs. This
only happens with excel. Word, etc, work fine.
 
You should always copy the attachment to the hard disk and then open.
 
It turns out that I needed to go to tools -> options and under the general
tab un-check "ignore other applications"
 
Try the usual fix(es) for this problem.

Tools>Options>General uncheck "Ignore other Applications"
Exit Excel and try again

If this doesn't work try to re-register Excel

Close Excel first and On the Windows Taskbar

1) Start>Run "excel.exe /unregserver"(no quotes)>OK.
2) Start>Run "excel.exe /regserver"(no quotes)>OK.
See the space between exe and /regserver

You might have to designate a full path to excel.exe.
In that case Start>Run "C:\yourpath\excel.exe /regserver"(no quotes)>OK.
