Excel fails - Cannot find file/unable but files exist

When I open an Excel file directly (eg desktop, directory
or attachment), Excel fails to open the file indicating
that it is unable to locate the file and asks to check
that that all libraries have been added.

If I open Excel, then select the same file through Excel
it can open the Excel file.

I have re-installed Office and Excel and run the Detect &
Repair feature but to no avail!

Two things to try:

1. In Excel:
Tools, Options, General, Uncheck "Ignore Other Applications"

2.

From the Start menu:

Start, Run,

"c:\Program Files\Microsoft Office\Office\Excel.exe" /unregserver

(use the quotes, check the path)
Followed by:

Start, Run,

"c:\Program Files\Microsoft Office\Office\Excel.exe" /regserver
