How can I send mails to the addresses I have registered
in an Excel DBase.
Or alternatively how can I transfer the addresses to my
Outlook Express directory.
 
You could do a mail merge to e-mail using Microsoft Word. Use the Excel
Datbase as your source file.

With the add-in loaded, you can do it all from within Excel.

If you wanted to get the email addresses to OE, use the Import tool within OE.

File>Import>Other Address Book>. Choose csv text.
