Excel Doesn't Load Properly

Would greatly appreciate any help sources to resolve the following.

Excel 2000 Problem Occurred 9/21/2004 (Using Win 98SE)

Started up Excel (part of MS Office 2000 Small Business Edition).
Following occurred:

Error msg received: “An error occurred and this feature is no longer
functioning properly. Would you like to repair this featured now?”
Yes No

Clicked on Yes ; following error msg appears:

VBA (3821h) Internal Error 2709.
(EEE4D698-20C7-11D2-A185-00A0C90AB50F) OK

Clicked on OK; following msg appeared:

“Microsoft Excel cannot install the necessary files due to Windows
installer error 1603. ERROR_INSTALL_FAILURE OK

Clicked on OK (with and without original pgm disk in cd-rom drive)
and,

Pgm starts rapidly opening all Excel files (from the Excel Files
folder, the folder I’d set up for Excel files).

Had to use Ctrl-Alt-Del to stop the task and end the pgm.

Used original pgm disks to repair pgm; no change.

Removed MS Office 2000 and reinstalled it. No change re Excel 2000;
all other Office pgms appear to be working ok, including Outlook 2000,
Word 2000. E-mail and internet access ok (using cable modem via
Adelphia).

Ran various maintenance pgms (regcleaner, scandisk, defrag and others);
no change as far as getting Excel 2000 to open and run properly.

Test ran other major pgms used. All appeared to be working ok but for
one tax service pgm. Reinstalled it from cd disk and it’s ok now.

The only major event prior to the above happening that I can recall, is
that on 9/20/2004 I downloaded and installed Spybot to check what spy
stuff might be on my PC. There were several items, most of which I
removed. I didn’t try to use Excel until the next day, when the above
occurred.

I’ve since removed Spybot, whether or not it was the cause of the
problem, or my removal of any of the stuff that pgm found.
