Excel could not start the e-mail program

Reference: I am using Outlook 2002, SP3 and Excel 2002, SP3.

Using the File, Send to, Mail Reciepient feature in excel I recieve the
following error message:
Excel could not start the e-mail program.

Check your network connection. Make sure Office is installed correctly,
your e-mail program is set up correctly, and you can connect to your email
server.

Well, I have no problem sending and recieving email. I have done a detect
and repair of Office and still have the same problem.

Any clues on how to fix this. This used to work before I updated to SP3.....

Outlook was and still is the program of choice as default e-mail client in
internet properties. I ran fixmapi.
Still no luck. I rebooted. Ran fixmapi again with outlook not
running...and I still get the same message as before.

Thanks for responding....
