Whats happening is exactly whats in this knowledge base article:

Except, that it's happening on a system with Office 2003 (Outlook and Excel 2003).

Check that you really are using Excel 2003 and Outlook 2003. If that's
not the case then you have a mystery and need to use the workarounds
mentioned in KB 828509
