excel cell borders

Have Office 2000 on PC & Office X on Mac. Excel in X has a "Draw Borders"
tool & toolbar so can draw cell borders with pencil tool. Does any later PC
version have same tool?

The Draw Borders toolbar is available starting in Excel 2002.

If you click the arrow to the right of the Borders button, it's shown at
the bottom of the border palette.
