Excel and windows installer not working.

All of a sudden, excel stopped working and each time I tried to access it, it
tried to access the windows installer. I got the message that it could not
access the windows installer stating that Windows may be in safe mode or
windows in not configured properly. I have uninstalled the installer,
unregistered and reregistered it, and have make sure it was selected to
manual. Any help?
 
Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.

I have already done all those things you suggested. I got the error out of
the blue and was not installing a program. I tried to use office repair and
even tried to use the microsoft installtion clean up and recovery tool but I
could not run it due to windows installer not working.

The problems in only affecting Microsoft Excel. Any further help.
 
Checked the four KB articles, especially the last three? It suggests that
the error may occur if the MSI is missing/corrupt.
