Excel 2003, how can I show my entire drop down list under file?

I would like to show my entire drop down list in Excel 2003 for file, edit,
view, etc. but forgot how to do it.
 
Right click any toolbar
Select Customize
Options tab>Always show full menus
 
Select Tools | Customise | Options tab and then uncheck "Menus show
recently used commands first".

"Always show full menus" verbiage came out with 2002 version.
