EWF Ram Overlay Design Question

Hello,
I have a design question concerning the size of my ram
overlay. If my system typically uses 40 MB of ram and
has one 128 MB stick, shouldn't my ram overlay be 128
minus 40 or 88 MB. This would force xpe to publish
running out of memory warnings instead of the ram overlay
running out of space and bringing my system down.

Please provide insight in to my problem and let me know
if I am on the right track.
