EVMSG_DISABLEDVOLUME - System Restore Points Erasing

About every two weeks my system restore points are erased automatically.

From the event log:

Product: Windows Operating System
Event ID: 1
Source: sr
Version: 5.2
Symbolic Name: EVMSG_DISABLEDVOLUME
Message: The System Restore filter encountered the unexpected error '%2'
while processing the file '%3' on the volume '%4'. It has stopped monitoring
the volume.

The service is running and I tried the hotfix at
http://support.microsoft.com/kb/888402/en-us

Any suggestions?

How much free space do you have left on C:? MS recommends at least 2 gig
free at all times, but you may actually need more.

I have 13.1 GB free space.
