I've been thinking about taking my comp into a shop to get a "tune up"
because everything is running so extremely slow. Programs take eons to
load, photoshop crashes half the time because it just takes too dang
long (and I'm too impatient). Even running explore to do basic file
management takes 30 to 45 seconds to load.

I'm sure that I've not done some of the basic maintainance that a good
XP user should do, but I dont even know where to begin. Is there
anything I can or should do on my own that will boost my performance
time?

Running: WinXP with sp2;
Dell 8200 system, 3 Ghz 512 mem (i know, i need more)
and happy to supply any additional info that would help.

Dump the toy operating system and install Linux on that box. You'll be
amazed at how fast your computer will operate. It'll be stable and secure
and you'll actually be able to get things done. The hardware you report
having is plenty of horsepower if you attach it to a real operating system.
